Library Board Created

Mayor R. L. Jacobsmeyer appoints the first members of the Library Board. Mrs. Lillie O Walker served as the library’s first board president. The first meeting of the Kirkwood Library Board was held on April 11, 1927. In this year, the Library Board established a KPL Constitution and set borrower and circulation policies as well at the hours of operation. Among them were the following:

The library would be free to use for Kirkwood residents. Non-residents would pay $1.00 a year, except Kirkwood School students who would pay $.25 per year. Borrowers would be issued library cards; if the card is lost, they would pay $0.05 to replace it. Books circulated for 2 weeks and had a $0.02 daily fine in they were overdue. A collection of titles deemed “Seven Day Books”, was established. These popular titles offered no renewals and could only be borrowed one at a time. Head Librarian, Mrs. Eugenia M. Becker, was given a raise. Library hours of operation were Monday-Thursday 1:30-5:30 pm, Friday 7:00-9:00 pm and Saturday 1:30-5:30 pm.
